In 2013, a group of benevolent engineers decided to support persons with disability (PDs) living in deprived and vulnerable areas in the south and suburbs of Tehran. With the investigation and field studies conducted by the CEO at the time (Mr. Engineer Ali Sultanzadeh), in the southern areas of Tehran and its surrounding cities and examining indexes such as: the number of persons with disabilities (PDs) living in the areas, the amount of poverty in each area and accessibility problems. Finally, District 18, located in the extreme southwest of Tehran, was preferred as a proper location for setting up a charity center.

This institution first started its activities under the name of Ra’d Charitable- Educational Complex (Southwest Branch) in the Persian Gulf quarter (No. 2) by taking over a rented residential unit in Montazeral Mahdi alley. After adapting the place and equipping the classes, communication measures taken to attract and  accept persons with disabilities (PDs) and provide services to them were commenced. Most of the persons with disabilities (PDs) were from district 18 and the surrounding cities of Tehran such as: Islamshahr, Rabat Karim, Qa’la Hassan Khan, Ray Shahr, Varamin, Pishwa and neighboring areas (districts 17, 21, 9, 10, 15, 16) of Tehran.

In 1380, the services of this center were mostly educational courses including: computer, Latin-Persian typewriting, carpet weaving, drawing, painting, sewing and training porcelain flowers.

Daily nourishment (lunch), the possibility of enjoying voluntary opportunities of organizations and institutions in sports and rehabilitation departments such as swimming pools or rehabilitation centers, holding cultural and camp programs, providing medical services through referral to volunteer physicians, transportation services, commuting allowances, individual and collective counseling services, supportive and assistance activities were among the executive affairs of this center in the early years.

The dependency of the Southwest Branch in carrying out executive affairs to Ra’d Charitable-Educational Complex and the lack of legal independence, the increase of persons of disabilities (PDs) and the problems of renting and the lack of educational space, financial issues and other reasons prompted the members of the Board of Directors to take the necessary measures to acquire a suitable location for the attendance of persons of disabilities (PDs) with proper facilities and ambient standards.

Pursuant to the decision of the Board of Directors members to take over an independent location, a member of the Board of Directors was commissioned to follow up correspondence and necessary measures until the outcome was achieved. In 2005, with the approval of the members of the Islamic City Council and the then mayor of Tehran, a land with an area of ​​300 sqm was given to this center as a gift for a period of 30 years in the 18th district of Tehran, located in Al-Ghadir Square, on the north side of Shahada Yaftabad Park.

All the expenditures of construction, equipment, and establishment of the building were secured in less than 9 months with the participation of benefactors and without any government contribution.

Considering the institution’s decisions in changing the structure of the executive missions and the decision to enter the issue of job creation for the target community and the discrepancy of direct occupation set against entrepreneurship for persons with disabilities (PDs) and the Articles of Associations of Ra’d’s al-Ghadir philanthropic educational complex, the members of the Board of Directors unanimously decided to register an independent institution to materialize the upcoming plans in the issue  of job empowerment of persons with disabilities (PDs).

As a final point, the name of Ra’d al-Ghadir charity after going through administrative formalities and obtaining legal grounds from the Ministry of Interior, Welfare Organization, Technical and Vocational Education Organization and Greater Tehran Security Police, on October 28, 2016, in the Registry of Companies and Non-Commercial Institutions. As a national NGO, it was officially registered  under the number of 21700.

According to Article 8 of Ra’d al-Ghadir’s statute, the general goals of the institution are: cooperation and operative assistance, support in the education and rehabilitation of the physically-disabled (non-mentally) persons gratis, in accompany with their spiritual promotion and occupation to secure a job and a decent life.

Modes of Implementing Goals

  • Identifying and inviting the physically-disabled persons (through Welfare Organization, the Imam Khomeini Relief Committee and advertisements, etc.), introducing the services, leveling the persons of disabilities (PDs) (non-mentally physically and physically disabled) in terms of the degree of disability, education, ability and their interest in different professions, holding the necessary workshops, providing professional expertise, occupation, self-sufficiency for non-mental physical, motor, and non-mental clients,
  • Persuading and attracting benefactors through meeting, negotiating and providing information about the activities of the institution to get their support, participation and supervision of the institution,
  • Providing rehabilitation services to disabled children and teenagers,
  • Receiving effective cooperation and assistance through organizations, companies, institutions and institutions related to rehabilitation,
  • Transfer of experience and financial assistance to similar centers to provide the aforementioned services to the persons of disabilities (PDs),
  • Attempting to employ skilled workers by contacting and negotiating with employers, and getting the help of donors to provide the necessary capital and work tools for the occupation of the persons of disabilities (PDs),
  • Providing communication services, information technology, communication infrastructure and performing all customer affairs services, including customer evaluation, surveys, message exchanges and support, telephone marketing, information, implementation of marketing plans and market research (if necessary after obtaining the necessary permits from the competent authorities).

All the above goals are aimed at improving human values ​​and developing spiritual goals, such as promoting self-respect, maintaining and promoting the human dignity of people with disabilities (PDs), increasing self-confidence and self-confidence, developing skills, creating jobs to change their personal and family lifestyles. Correspondingly, a change in society’s view of the actual capabilities of this social strata.

Ra’d al-Ghadir has obtained the necessary permits from governmental organizations such as the Ministry of Interior, Welfare Organization, Technical and Vocational Education Organization, Greater Tehran Security Police, and Organization for the Communications Regulatory Authority in the course of achieving its statutory goals.

With two computer sites and two art workshops, the Ra’d al-Ghadir training unit has the capacity to accept 120 persons with disabilities (PDs) in two morning and afternoon shifts.

The training courses of this institution are based on the standards of the Technical and Vocational Organization.

The training courses are held based on the syllabi of the Technical and Vocational organization, in terms of terms (three months) in two shifts, morning and afternoon. These courses are tailored to the needs of the labor market and after completing the course and participating in the technical and professional exam, the person receives a technical certificate from the Technical and Vocational Organization. According to the permission of the Welfare Organization, odd days are for training of men and even days are for training of women.

According to the license of this institution taken from the Technical and Vocational Organization, this institution holds technical and professional exams in 6 sections of information technology, sewing design, drawing, painting, entrepreneurship, handicrafts, wood, educational and skill.

Courses on negotiation principles and techniques, digital marketing, effective customer communication skills, and life skills are courses that are taught to empower persons with disabilities (PDs) to enter the labor market.

After finishing the training, they first participates in the final exams of Ra’d al-Ghadir, and if they pass the internal exams of this institution, they are introduced to the Technical and Vocational Organization to participate in the main exam. In case of obtaining a passing grade, the Organization shall grant the certificate of the Technical and Vocational Organization to them. These documents have international standing.

Regarding the courses where it is not possible to hold the Technical and  Vocational Organization exam in Ra’d al-Ghadir, upon the request of the individual, a course completion certificate shall be issued by Ra’d al-Ghadir.

Literacy courses are taught by volunteer teachers Literacy Movement teachers until the end of the primary period in Ra’d al-Ghadir to persons with disabilities  (PDs) who have detained from education, or those who are interested to be  introduced to night schools to proceed their education.

Counseling services include legal and psychological counseling (individual, family, educational, marriage counseling), which are provided gratis to persons with disabilities (PDs) and, if deems necessary, to their first-class family members. Holding educational workshops such as: life skills course, self-peace and collective counseling are also programs of the counseling unit.

After applying and completing the initial admission form, the applicant’s conditions and abilities are evaluated by experts in the institution’s evaluation council. And finally, according to the intelligence, educational level, type of disability physical strength the needs of the labor market, and the applicant’s personal interest, the appropriate training course is offered to him.

Treatment

Central Medical Services are rendered by general practitioners at regular weekly intervals in Rad al-Ghadir.

The services of Genetics, Orthopedics, Heart, Internal Medicine, Otorhinolaryngo-logy, Psychiatry, Ophthalmology, Dentistry, and Gynecology services are provided by the assistant doctors of on a voluntary basis at Rad al- Ghadir, in the office or hospital where doctor practices.

All people with physical and movement disabilities can benefit from the services of this institution provided that they meet the admission requirements.

Rad al-Ghadir Occupational Therapy Unit is active every day, except public holidays, from 9:00 am to 3:00 pm.

This Unit provides medical services to 3 patients every 45 minutes simultaneously.

Yes, if there is an empty capacity, it is possible to use rehabilitation services for people who only intend to use occupational therapy services.

Dental X-ray, Dental Filling with Radiation and Light Cure System (external materials of the same color), Restoration of Dental Crown, Amalgam Filling, Root Canal Therapy, Wisdom-Tooth Surgery, Tooth Extraction and Bleaching.

Enjoying the services of this Dental Center is exclusive to the members covered by Rad al-Ghadir and all people with non-mental, physical-and-motor disabilities from all parts of the country can be visited in this center by making an appointment in advance to enjoy the free services of this clinic.

This Center treats patients every day except public holidays from 8:00 am to 2:00 pm.

This Center is equipped with three dental units, which can provide dental services to three patients every hour.

Psychological Counseling Services (individual, family, educational, marriage counseling) are offered to persons with disabilities (PDs) and, if necessary, to their first-class members gratis. Holding educational workshops such as: life-style skills course, self-peace and group counseling are also programs of the Counseling Unit.

Social Entrepreneurship

With the construction of the institution building and the establishment of human resources and equipment in a new location in 2006, plans were operationalized with the aim of developing empowerment services for persons with disabilities (PDs). The prerequisite for this new development was to evaluate and review the impact of the services provided to the graduates of this center in previous years.

By inviting and interviewing 500 trainees of this center, the members of the Board of Directors were informed that, unfortunately, a very small number of the statistical community has been skilled and graduated from this center and they have succeeded in getting a job or generating income from what they have learned.

In examining the causes and prioritization of the raised problems, it was found that, unfortunately, the biggest obstacle to the success of persons with disabilities (DPs) is the society. A society in which a person with disability enjoys minimum citizenship rights.

Non-implementation of persons with disabilities’ (PDs) rights laws, lack of urban adaptation, lack of suitable transport fleet, high transportation costs in the cities, social stigma caused by decisions and wrong behaviors made over many years regarding the ability of disabled people, discriminatory views or sometimes unfair practices of employers in employing disabled labor and dozens of other reasons, including cases of isolation of disabled people in the corner of houses.

For this reason, the institution decided to design, plan and enter a new phase of essential services for persons with disabilities (PDs) in the field of job creation and social entrepreneurship.

Obtaining the selected ranking of social entrepreneurship in the 14th Festival of Top Entrepreneurs in 2021 by the Ministry of Cooperatives, Labor and Social Affairs and selected in the 2016 ESIRP Competition in France with the theme of empowering persons with disabilities (PDs) through occupation in the arts and handicrafts sector, are national and international honors of Ra’d al-Ghadir.

The occupation services of this institution are:

  • Management of call centers (on-site and remote),
  • Sewing workshop management (on-site and remote work),
  • Home jobs and occupation in the field of arts and crafts,
  • Placement.

This institution operates with 6 Call Centers equipped with all telecommunication infrastructures with the employment capacity of 150 people in the field of Information and Communication Technology and a Sewing Workshop Unit with the employment capacity of 15 people.

The Sewing Workshop has been operating since 2006 in the field of specialized production of all kinds of work garments for companies, organizations and public and private institutions. Sewing all kinds of work garments and pants, hospital gowns, sheets and bedspreads, travel and hospital bags, cloth bags, bread cloths are among the products of the Sewing Workshop.

The Call Center was equipped and launched since 2015 with the efforts of a group of donors. This Center is involved in the implementation of various projects such as: telephone marketing, 24-hour response, after-sales support and services, voice-to-text operationalized, market research, data collection and implementation, customer satisfaction measurement, customer care and information. Direct communication, technical support center, monitoring the performance of telephone services, surveys and community opinion polls and customer satisfaction.

Artists with disabilities who see professional ability in their works of art can contact the Rad al-Ghadir Handicrafts Unit and ask for more information after sending images of their works. Works that meet the standards and quantitative and qualitative indicators defined in Rad al-Ghadir will be prioritized for review and expertise. These indicators include: the up-to-datedness of the artwork, the ability to supply to institutional customers, packaging and appropriate pricing.

A permanent exhibition of works of art and handicrafts of persons with disabilities (PDs) is held in the building of Rad al-Ghadir charity. In this exhibition, the works of disabled artists of the country are displayed and bought.

Financial resources for the employment of persons with disabilities (PDs) are provided through people’s contributions, which are deposited into Rad al-Ghadir’s account with the intention of creating occupation.

The role of the government is only a facilitator. Trusting the executive and managerial ability and outsourcing of government projects are among the facilitating measures of the government.

All work contracts and the calculation and payment of employees’ salaries are carried out according to the official laws of the Department of Labor and Social Affairs. All employees, both healthy and disabled, in centralized and remote work jobs are covered by social security insurance and are entitled to and they have legal benefits according to the standards of the country’s labor law.

The proceeds from entrepreneurial contracts are deposited into the charity account and are used to cover the expenses required in the charity sector or the development of the entrepreneurial sector.

All people with physical and movement disabilities and having professional abilities can work in Call Centers after conducting necessary evaluations and interviews and receiving confirmation of executive and moral qualifications. If job seekers do not have enough skills in the field of Call Center operators, the necessary training is provided to them gratis by Education Unit.

The training courses for job applicants of Call Centers are short-term courses that, within one month, apply the necessary skills for the implementation of projects and affairs of the Call Center intensively to applicants who have the basic level of general skills and need to promote specialized skills or update courses. At the end  of the course and if they pass the test, they  will be introduced to the Call Center for a job interview.

Yes, of course, if there is a project with the ability to work remotely. If there are no infrastructural constraints on the part of persons with disabilities (PDs), qualified persons can work remotely in the Call Center Department.

In the social changes created by Ra’ad al-Ghadir, by creating occupation and   income for members through financial independence and promoting their self-esteem and human dignity, these people changed from a person who receives services and deserves support to companion who serves the society as supporter and benefactor.

Efforts for fair distribution of facilities and accessibility of services for persons with disabilities (PDs) in different regions of the country.

After receiving the request of desire to create a similar center from real or legal entities, the Center Development Manager in carries out the necessary checks to confirm the eligibility of the entities (real or legal), checking the statistics of the number of persons of disabilities (PDs) living in that city, and monitoring the activities of other active institutions, the district for persons of disabilities (PDs) begins in that city.

In case of preliminary approval of the conditions, a face-to-face meeting with the applicants will be held at Rad al-Ghadir and the details of the cooperation process will be communicated to the applicant. In case of initial agreement and acceptance of the conditions, Rad al-Ghadir begins its activity in the field of establishing a similar center in that city.

  • Financial support and supply of required equipment

Ra’d al-Ghadir provides and donates the necessary funds for the provision of educational and rehabilitation equipment from donors only in the first year.

  • Human resource training and transfer of experience

Rad al-Ghadir is committed to imparting experience to members Board of Directors Members, Management and Charity Staff for a period of only two years. This activity is done through face-to-face visits, and while specialized meetings of similar center staff with Ra’ad al-Ghadir’s experts in the corresponding departments are held, advice guidance and answers to their questions are rendered.

Ra’d al-Ghadir’s support for these centers is not permanent. The members of the Board of Directors of the established charity are obliged to follow the essential measures to register their center as an independent and legal institution.

Funding for setting up similar centers does not come from the support of donors’ current deposits to Rad al-Ghadir’s account. This budget is funded under the heading of participation in the development of similar centers and provided by charitable individuals who specifically intend to set up centers similar to Ra’d al-Ghadir in the country.
